The article considers the directions of harmonization of economic interests of agrarian enterprises and the State in the context of modernization of agricultural development institutions. With a view to implementing the principle of institutional systematicity, the factors of modernization of agricultural development are substantiated by combining innovative resources of producers and management structures of different levels within the framework of the adopted set of established measures on the basis of the program-targeted approach with the development and implementation of national, regional, sectoral and sub-sectoral targeted programs. In order to harmonize the strategic directions of harmonization of economic interests of agricultural enterprises and the State, the author identifies the stimulants of the process of increasing the economic potential of economic entities, increasing the efficiency of its use on an innovative basis and competitiveness, as well as the qualitative parameters of economic changes and the feasibility of implementing the strategy in the future. It is substantiated that the modernization of agricultural development institutions at the regional level requires consolidation of joint efforts of the authorities and agricultural producers. The implementation of the main strategic scenarios for the development of the agrarian regional complex and coordination of interactions between the subjects of the modernization process is proposed to be entrusted to the established institutional development centers, which will function in the form of a coordination council with parity of participation of representatives of agribusiness and the State. Institutional development centers act as the core of the cluster-type structure and ensure the formation and realization of economic potential for all agrarian and production structures that are ready and interested in interaction and focus on stimulating the economic activity of commodity producers; expanding consumers of agro-innovations and developing innovation infrastructure. In accordance with the adopted regional strategy, when developing targeted programs, it is proposed to detail the priority components of development, taking into account the concentration of resources in the basic "growth points" within the framework of national and most important innovation projects with their respective financial support from the state and regional budgets.
